As we embrace the brisk days of November, I am filled with gratitude for our wonderful Lake Conroe Area Republican Women. It is an honor to serve as your president, and I'm continually inspired by your dedication to our community and our values.


I encourage you all to stay informed, get involved, and inspire others to do the same. Together, we can make a difference.


Let's also remember the spirit of Thanksgiving, a time to come together with loved ones and appreciate the blessings we enjoy in this great nation. We are truly blessed to live in a country that values freedom, liberty, and opportunity.


Thank you for your ongoing support and involvement. Together, we can make a lasting impact in our community and our country. Please join us in our upcoming events and meetings this month to stay connected and engaged.

We have an important General Election coming up on November 7th.  You can check your Registration Status and get your personalized Sample Ballot by submitting a form on our Elections Administration website  here. Once you submit your form, you'll get the option to review your personalized sample ballot, voting location, and much more.  Below are important dates that you should be aware of:
  • October 10th - Last day to register to vote.
  • October 23rd - Early voting begins.
  • October 27th - Mail-in ballot application deadline.
  • November 3rd - Early voting ends.
  • November 7th - Last day to vote.
What's on the Ballot?  This November General Election is known as a Constitutional Amendment election because we will vote on 14 proposed amendments to our Texas Constitution. Here is an explanation of the Propositions from the Secretary of State.

In addition, you may have candidates for non-partisan races such as School Board and City Races.  Make sure to do your research because your ballot will not indicate the candidate's Party affiliation. These positions are very important because they affect your taxes and local social issues.

Newsletter Reflections

It's my birthday month and I wanted to write a small reflection on my time in Texas. I celebrated one year as a Texan at the end of July and I cannot begin to tell you how thankful I am that Kyle and I decided to move here. I've lived in five states over my 40+ years of life and the people of Texas are truly some of the kindest and most generous folks I've ever met. Kyle and I moved here not knowing a single soul. We are both in our 40's, we do not have any children and I mostly telework from home. You would think it would be difficult to meet people and get involved in the community, but it's been anything but that. The people of Texas welcomed us with open arms. We love seeing the importance of God, family and country. We love how our judicial system, law enforcement and military are respected and held in the highest regard. We love watching federal, state and local politicians walking the walk and staying actively engaged in the community. As you know, these values are not shared everywhere and I have seen firsthand what happens when a community becomes disengaged and crumbles. The values held by Texans are one of the many reasons why we decided to move here.
 
I look forward to my second year as a Texas resident and what I can continue to do to share the stories of our great community and this incredible state. It's been honor to act as your LCARW newsletter editor.

MEMBERSHIP EVENT: We will have our next MEMBERSHIP EVENT on Thursday, November 30th 2023 from 5:30 – 7:30 PM at 7 LEGUAS RESTAURANT. Please invite your friends, neighbors, colleagues, or anyone else who would like to join LCARW and to help KEEP TEXAS RED!!!

TEENAGE REPUBLICANS at LAKE CREEK HIGH SCHOOL: I am happy to announce that Lake 
Creek High School (LCHS) now has a Teenage Republicans Club!!! The club was initiated by Rachel P. Butler, one of LCARW’s own Young Affiliates. Rachel is a Freshman at LCHS and she will serve as the club’s first President. Currently, there are seven members, and it is growing by the day. Mr. Duke Marshall, a computer science teacher at LCHS, will serve as Faculty Sponsor. Let’s continue to support this group with encouragement and mentorship! Campaign Activities

Thank you to all members who contributed to our political activity hours in the third quarter. We volunteered 2634 hours and made 110 telephone calls on behalf of the club, candidates and the Republican Party. A special thank you goes to Stephanie Johnson who submitted the most activity hours and made the most phone calls. If you did not submit your time for the third quarter, it is not too late. You can submit your information now for inclusion in fourth quarter and yearly club totals. Please contact me if you have any questions.

Liz Franks' son, Evan Franks is conducting a collection of winter clothing for homeless in Houston. You can also drop that off on the front porch of 4021 Windswept Dr. any time in November.

Starting Nov. 15, we will be collecting gift cards for God's Garage.  More info to come on that.

Literacy - November 2023

October was a quiet month for our Literacy group.  I think we were recuperating from the excitement of September.  We are maintaining the Book Box at Cedar Brake Park.  Activity there slowed down during October, but it’s still a popular spot. If you have books you’d like to donate for our book box, let me know and I will make arrangements to get them.  We can use books for children, teens and adults.

As my term as Literacy Chair comes to an end, I’d like to thank everyone who has donated books, time, or support in any way.  It’s been a fun, educational year.



Texas Humane Legislative Network

As I mentioned previously, three new Animal Welfare Laws went into effect on September 1st of this year.
 
1. SB 876 -reforms and strengthens the Texas Licensed Breeders Program which will prevent cruelty from happening in large-scale breeding facilities before it begins.
 
2. HB 4164 - defines a service animal as one specially trained to assist a person with a disability.  The law also increases the fine for those masquerading their untrained pet as a service animal from $300 to $1000 and fraudsters might face performing 30 hours of community service for organizations that serve people with disabilities.
 
3. HB 598 - prevents previous perpetrators of animal cruelty from possessing a companion animal and establishes an enhanced offense for repeat offenders to prevent future violence.
 
Last month I expounded on SB 876. This month I would like to focus on HB 4164. First a little background on why the passage of this bill is not only important but timely.  
 
In recent years, there has been a sharp increase in the number of non-disabled people misrepresenting their pet dogs as service animals.  People will put a vest on an animal to make him/her look like a legitimate service dog so that they can go with them in places where other animals are prohibited, such as restaurants, stores etc. When this happens, those pets will often attack the guide dogs or legitimate service animals that happen to be in the same vicinity.  These incidents have diminished the quality of life for the disabled people who rely on their service animal to navigate daily life.  

In addition, after negative encounters with these imposters, some businesses have denied legitimate service animals' access to their establishments and a significant number of service dog teams have started avoiding public spaces for fear of being accosted by untrained pets.

According to Sutton Kirby of Texas Humane Legislative Network, one of the benefits of getting this law passed is to educate people and help them to understand that if you do this, not only are you pretending your dog is specially trained but you are pretending to have a disability.  That can often put people who DO rely on service dogs in an extremely uncomfortable situation and sometimes a dangerous situation as well.

HB 4164 amends Section 121.006 of the Human Resources Code by clarifying the language describing a service animal and strengthening the penalties for misrepresenting an animal as a service animal when they are not specifically trained to help a person with a disability.  As a result of HB 4164, the fine for asserting an untrained pet has increased to $1000 and the offender may be required to perform 30 hours of community service for an organization that serves people with disabilities.

National Motto Program November 2023 Update

Carole Parsons-LCARW National Motto Project, worked thru Jamie Fails, the Communications Director of Willis ISD—and she surveyed all 10 Campuses to determine if any teachers wanted an In God We Trust framed posters for their Classrooms.   WISD already had been gifted 125 posters in 2022/2023!!   They are now going to take 95 more!!  Coordinating the delivery of the 95 mid- November. 

LCARW has now donated over 550 In God We Trust posters and counting!

Legislative Report

I hope everyone has enjoyed cooler fall weather. I have been back in Austin for the third called special session of the legislature. As you know, only the Governor has the constitutional authority to call a special session and determine what items are to be debated and passed. This time of year also means that election season is upon us. I have updated you already regarding the Proposition I authored, the Texas Property Tax Relief Act, which is on your November ballot. There are 14 total amendments to be approved by voters on the November Ballot in addition to some local matters. I will share a special session update as well as a brief description of the constitutional amendments and resources to help you in your research.   


Importantly, the Governor added issues dealing with the border to the list of matters eligible for passage. In addition to the important work during the regular session, these special session border bills will continue to ensure that we are combatting the border crisis caused by the federal government’s blatant failure to protect and secure our southern border. I look forward to a change in the White House in the upcoming presidential election but in the meantime the state will continue to step up to the plate despite Biden’s open border policies. 


Senate Bill 4 was recently passed which will deter human smuggling and the operation of a stash house by increasing criminal penalties and establishing a 10-year mandatory minimum sentence for criminal conduct involving smuggling persons and the operation of a stash house. I was proud to co-sponsor this legislation. 


House Bill 4, which I co-authored, was also passed by the House which will subject individuals to detention and arrest for illegal entry into our state.  Law enforcement officers in Texas will be authorized to arrest or remove any person who illegally enters the state from a foreign nation, with penalties of up to 20 years in prison for refusing to comply with an order to return. To crack down on repeated attempts to enter Texas illegally, illegal re-entry will be penalized with up to 20 years in prison. This legislation now awaits consideration in the Texas Senate. 


Finally, House Bill 6 was also passed by the House which will appropriate an additional $1.5 billion for the construction, maintenance and operation of the state’s border wall. As you are aware, during the regular session we appropriated an additional $5.1 billion to defend our southern border, and as the state continues to construct our own border wall and acquire easements from Texas property owners along the border, additional funding is needed. If the federal government would do its job, Texas would not have to be spending this money so it is crucial we get a Republican in the White House next November. This legislation, which I co-authored, also awaits consideration in the Texas Senate. I look forward to the ultimate passage of these border bills so Governor Abbott can sign these into law.


In addition to further addressing the border crisis, Governor Abbott added prohibiting the requirement of a covid vaccine by private employers. As your State Representative, I have been against any covid vaccine mandates in Texas. 


Now under Senate Bill 7, which I co-sponsored, employees will be protected from being required to receive the covid vaccine as a condition of their employment. SB 7 will ensure no employee is unfairly discriminated against by an employer because of their covid vaccination status. Furthermore, this legislation ensures that no employer may take an adverse action against an employee because of their refusal to receive a covid vaccine. Under the legislation, employees can file a complaint with the Texas Workforce Commission if they believe they have been discriminated against and the employer may be penalized if it is found they have violated the law. This is important legislation which protects the individual rights of Texans and I was proud to co-sponsor this bill. 


Early voting has begun around the state as of October 23 and will continue until November 3. Election day this year falls on November 7th. Please mark your calendars to ensure you get out to vote so your voice can be heard. Depending on your address you may have local matters on your ballot. All voters across the state will have constitutional amendments to vote upon. These amendments have passed the Legislature and are now before the voters. As we continue to work through the third special legislative agenda specified by the Governor, I will continue to keep the concerns of House District 16 in mind. Though it's been a very long year in the legislature, I am extremely proud of all that we have accomplished and look forward to building on these accomplishments even further in the future.
